Terminal Services Install/Execute Mode via a SCCM Task Sequence

To enable install or execute mode for Terminal Services via a SCCM task sequence you can add “Run Command Line” from “General” and add the following commands (in their own task).  I usually put a “Time-out (minutes):” value of “1”.

change user /install

change user /execute

I get an “incorrect function” error when i use this
tried to put cmd.exe /c in front: no effect
tried running under administrator: no effect

Is there anything else you might need to be able to use this?
